Crime Data Comparison

In the late 1920’s the idea was recognized by the International Association of Chiefs of Police or most commonly known as the (IACP), that there needed to be a more reliable and accurate way to keep track of all of the crime data and statistics. This information was needed to determine the crimes that were changing from year to year as well as the sources of what could be changing these statistics such as population changes, poverty changes, and so on and so forth. After a few years of deliberation over the record-keeping practices being used at the time, planning for a system called the Uniform Crime Report program (UCR) in which it came in to working effect in 1929. It was in 1930 a year later, in January that the United States Congress enacted a Code that gave the UCR the authority by the attorney general to gather information about crimes. The attorney general then delegated the responsibility to the Federal Bureau of Investigation to act as the bookkeepers for collecting all the crime data for the UCR. In 1930 the FBI became the first agency to start a resource to do just that. Since the beginning of the UCR program every year new data has been collected and published in order to crime statistics for each area across the United States. Information stored would include numbers of different crimes such as murders, arson, burglary, property crimes, rapes, larceny, etc. The UCR program started in January 1930 with data gathered from law enforcement agencies in 400 cities from 43 states submitting information and currently includes approximately 17,000 law enforcement agencies nationwide that voluntarily contribute their crime statistics. Murder or Homicide is an act that happens across the United States. There is not one state safe from it. According to the Uniform Crime Report program in 2011 California was the state with the highest amount of murders with a total of 1,790. The total amount of murders committed at the hands of a firearm is 1,220. Murders committed by knives or cutting instruments 261. One thing that may have an impact on the amount of murders as well as other crimes is the population in California. With an amazing total of 37. 3 million in 2011 with a 10% increase since 2000. With 43% of families in California considered to be low income, the poverty level is very high in California. Also another reason could be that the population of Hawaii is mostly contributed by tourism and most people in Hawaii are only here for travel. In 2011, about 7. million people from around the world visited Hawaii. Another reason that could factor in to the crime rate is 47,410 of the population in Hawaii is military personnel, or 3. 48%. In 2011, an estimated 14,612 persons were murdered in the United States. This was a 0. 7% decrease from the 2010 estimate, a 14. 7% decline from the 2007 figure, and a 10. 0% decrease from the 2002 estimate. There were 4. 7 murders per 100,000 inhabitants, a 1. 5% decrease from the 2010 rate. Compared with the 2007 rate, the murder rate declined 17. 4%, and compared with the 2002 rate, the murder rate decreased 16. %. Nearly 44% (43. 6) of murders were reported in the South, the most populous region, 21. 0% were reported in the West, 20. 6% were reported in the Midwest, and 14. 8% were reported in the Northeast (FBI Uniform Crime Report Statistics). There could be many reasons why the crime rate changes, it could be the area, the upbringing, income, population and also what resources that are available in the area to help youth and people with emotional problems. There are a number of factors that could help persuade a person from committing crime and murder. However one thing is certain as the population increases so does the crime. Although the Uniform Crime Report program definitely shows an improvement from how data and statistics previously were collected, there are still many criticisms about the data's accuracy. The UCR only reports crimes known to police. Due to a high number of crimes that are never reported and the victims that do not report their experiences to law enforcement agencies, the data reported is often inaccurate as for both the number of crimes committed and the number of offenders. Another reason that the UCR is flawed is due to the fact that only crimes considered serious crimes are reported. The data and all of the information that is reported to the UCR is only based on the hierarchy rule: For a crime incident in which multiple offenses were committed only the most serious offense is reported. Furthermore, the UCR reveals more about police behavior than it does about criminality. Some law enforcement agencies falsify the reports they submit to the FBI to lessen the case load for the police station and officers. In which the crimes are never solved. English Literature: Poetry Essay

This is a beautiful poem written by the poet Christina Rossetti. Rossetti is known for her contrasting themes of love and death she puts into her poems, ‘Remember’ is no exception. It is quite obvious that Rossetti is talking to a loved one in the poem, most likely a lover. From researching, I have found that Rossetti wrote this poem when she was still in love with Charles Cayley, and also the fact that there is correlation between her life experience and her poems. Falling in love with Charles Cayley, calling off their engagement, and publishing lots of poems, which then became her greatest collection of work. The struggle between the good times and the bad in â€Å"Remember† could happen to be a mirror image of the events of her life. We can also see that there is a sort of conflict between remembering and forgetting for Rossetti in the poem. From lines 1-8 of the poem she kept on repeating the word ‘remember’. However, during lines 9-14, Rossetti kept on suggesting to the person that he/she should forget her if it bought him/her negative feelings. So there is some sort of battle going on between remembering and forgetting throughout the poem. The poem is also set up with the rhyme scheme of ABBAABBAAB. It is set up because it creates a demanding effect for the requests and suggestions Rossetti makes in the poem. Overall, I think that ‘Remember’ is a very pessimistic poem as Rossetti is hinting that she could die on any day. The reality however, was that she did not die until 32 years after she wrote the poem. ‘Refugee Mother and Child’: This is another beautiful yet sad poem. It is written by Chinua Achebe, who is a novelist, professor, poet and a critic. His mother was born in a refugee camp. During her time in the camp, she drew a of a mother holding her dying son in her hands for the last time, this picture portrays the inevitability and the pain involved in the deaths of loved ones. This poem is most likely in dedication to Achebe’s mother. The poem is about a mother, spending the last few moments with her dying son, combing his rust-coloured hair in a place with the aura of disease and sickness. From some intensive research, I found out that the child in the poem is suffering from a disease called â€Å"Kwashiorkor†, which is protein deficiency. Refugee Mother and Child† also foreshadows the death of the child, this is proven when on the third and the last line of the poem. It is describes the agony of a mother watching her child die, some people may compare this scene to Holy Mother Mary and Jesus, when Jesus was slowly dying on the cross. Achebe is part Christian and could have intentionally linked the poem and the things in the bible. There is also something that is slightly controversial in the poem. The fact that â€Å"Most mother there had long since ceased to care†, makes us feel that the mothers are being horrible, selfish and heartless for not caring about their children dying. Then again, the process of watching a beloved child die in their arms could have happened so many times that they got used to it. But I personally think that it is wrong to simply not care. All in all it is a beautiful poem which has touched my heart and to the people who I’ve shown it to in my family, it subtly describes the pain of losing a loved one and it brings back sad and horrifying memories. How they have been successful? ‘Remember’ (by Christina Rossetti) and ‘Refugee Mother and Child’ (by Chinua Achebe) are both poems which portray people approaching death. This essay will explain how each poet has been successful in writing about death. Both the poets give the impression that death is something strangely serene, there are no mentions of violent things taking place. The poems also suggest that death is certain to happen to everyone. In addition, the poets talk about death in the poems as if it were imminent, an event that will change everything. In ‘Remember’ death is described as the reason why Rossetti and the person she is referring to in the poem are separated. It is presented as something that the poet does not want to happen, to leave the person she loves. From her suggestions in the poem and her action, it is evident that the truly loved whoever this poem is for. ‘Refugee Mother and Child’ presents death as a creeping shadow, gradually taking the child into its grasp. This poem does not tell us that the child is dead, only that he is terribly ill and on the verge of passing away. Death has become something that will happen to the child, and already, it is haunting the mother like a ghost.

The Rise of American Life in the 1920s Essay Daily Life in the United States 1920-1940 was written by David E. Kyvig in 2002 and revised again in 2004. This historical novel documents the transformation America went through during the 1920’s – 40’s. Kyvig addresses numerous events that contributed to the rise and fall of America. The book was written to inform citizens and non-citizens of the industrial, economic, and cultural changes that took place in America. Kyvig establishes stepping stones to America and pieced the book together with contents that range from â€Å"Life’s Basics† to â€Å"Conflict, Crime, to Catastrophe† in the states. Kyvig supports his topics with specific events such as the birth of the automobile, the welcoming of women into the political world, and the mass numbers of immigration that flourished the country. He goes in depth on how automobiles changed Americas take on life inside and out of factories and states that, â€Å"In 1920 barely one household in three possessed a car, though this represented a dramatic increase from one in thirteen at the outset of World War I. Automobile ownership tripled during the 1920s, and by decade’s end four families in five owned one† (Kyvig p. 7). He recognizes and promotes the welcoming of women into the political world to surge democracy and better the economy as stated in the text, â€Å"The establishment of national prohibition and woman suffrage at the very outset of the 1920s created a strong sense that the new decade marked a fresh beginning for American society† (Kyvig p. 6). All of these components helped to create the American Dream that each and every citizen strives to attain. Kyvig does a spectacular job in educating his audience in events like these and many more throughout the book. In the first chapter of the book, titled â€Å"The Circumstances of Life in 1920†, Kyvig writes about the transition from an agricultural world to a more industrialized world. The leap from farms to the city was a very harsh adjustment for many Americans because it transformed a way of living. The South was suffering agriculturally in result of the booming city life and factory work that people sought to obtain in the North. The desertion of farm life was unfortunate as stated in the book, â€Å"Overall growth of the rural as well as urban population during the 1920s concealed the abandonment of farm life by many families. Nevertheless, farm households as a percentage of the nation’s total fell from 28 to 22 percent over the course of the decade† (Kyvig p. 16). The abolishment of slavery did not help the farms either. The slaves knew the in’s and out’s when it came to running a farm. Many freed slaves, who remained in the South, fell back to tenants, rented pieces of land used for housing and farming. A primary source was used in this chapter to show what a tenant looks like. The one in the book is titled Tenant farmer’s cabin located in Harmony, Georgia found in National Archives. The picture illustrates a shack like house that an African American family is living in. The picture shows them all smiling and enjoying a relaxing day without work on the front porch. Kyvig was very specific in each photo he chose to incorporate into the book as primary sources for his readers. They all match the text perfectly. Each chapter contains some kind of statistic or number representing a populous or price. The first chapter uses numbers to influence the reader. For example, â€Å"Half the nation’s farms were located in the South—but the region contained two-thirds of the country’s 2. 5 million tenant farms† (Kyvig p. 14). Kyvig found this statistic and many others in the U. S. Bureau of Census, Historical Statistics of the United States Colonial Times to 1957. This is a great example of how Kyvig used primary sources and legitimized his writing by doing so. The book’s message is also relayed in many informative texts, articles, and websites both past and present. A website titled â€Å"Henry Ford Changes the World, 1908† is very informative and generates the same thesis and idea that Kyvig wrote in his book. Quoting the website, â€Å"The Model T made its debut in 1908 with a purchase price of $825. 0. Over ten thousand were sold in its first year, establishing a new record. Four years later the price dropped to $575. 00 and sales soared. By 1914, Ford could claim a 48% share of the automobile market† (Sorensen). Quoting the book, â€Å"An unprecedented ten thousand of Ford’s new car, the twenty-horsepower Model T, sold in the next year at $825. To reach the mass audience he sought, Ford quickly began seeking ways to reduce the Model T’s price† (Kyvig p. 29). These two quotes are almost exactly the same. They reveal the same information just in a different style. Daily Life in the United States 1920-1940 is one of many books to discuss America’s rise and fall. There are hundreds of books written about this noteworthy era America lived through, all written with the same statistics and names. Each text contrasts from one another through the writer and their personal preferences. For example, if the writer was a woman it can be speculated that she would mainly write about women’s suffrage and how women impacted the 1920s to 40s. David E. Kyvig did an exceptional job in covering as many topics as he could. However, certain topics were covered in far more detail than other related topics. For example, I felt that the Ku Klux Klan was mentioned far more than the U. S. military. This bothered me because the military represents our country as a whole. Men and women that are putting their lives on the line for the country should be recognized just as much as groups that believe in certain ideals that are not practiced throughout the rest of the nation. In Kyvig’s defense, I believe he was writing less about war and more about what culturally defined the 1920s-40s. Kyvig positions his writings to favor a middle and lower class audience. These classes defined this era and Kyvig angled his opinions to suit their beliefs and lifestyles over the upper class of this era. Immigrants populated most of the country and most immigrants were hard-working middle and lower class citizens, who worked in factories and sales. Kyvig goes into great detail on how America revolved around the middle and lower classes. The country’s survival revolves around these classes in many ways. For example, the automobile, the telephone, movie theatres, the radio, etc. were all marketed in the 1920s-40s to the middle and lower classes so they could obtain a richer lifestyle within their own lifestyles. Inventor’s successes were dependent on these classes to invest in their products and in return the inventors would capitalize and improve their work for the middle and lower classes. More convenient and useful products with lower prices resulted in this chain of supply-and-demand. The book contains many pictures and a large index on pages 315 to 330. Pictures occupied a great part of the book, 53 to be exact. Along with an index and pictures, pages 301 to 304 contain notes that acknowledge the sources Kyvig used. Kyvig also included a â€Å"For Further Reading† section on pages 305 to 313. This section was written to cite his work and also recommend other texts to readers, like this one, about information during Americas 1920s-40s. Daily Life in the United States 1920-1940 had parts that I felt were worth reading and parts that were not worth reading. It is hard to say the book is not worth reading because I was very interested in the automobile and how it affected Americans. I am from Dearborn, Michigan and drive by Henry Ford’s estate almost every day. His impact on America was remarkable and I thoroughly enjoyed reading this section of the book. Overall, David E. Kyvig captured three of Americas most influential decades. I appreciate him as a writer and felt privileged to read his book.

Why I Hate HR MGT/431 Why I Hate Hr The issue we are addressing in this assignment below is the problems of Human Resource Management; the author has written the topic â€Å"Why we hate HR? †. He has listed several issues faced such by the human resource management – managers and there is quite a number of times having to distance themselves from the employees. He has started his case by talking about â€Å"why human-resource does not do such a good job†, and how can we fix it? hen he continues with the Sarcastic criticism of the general outlook of people towards HR , and considers that the HR people just find a great excuse of partying, calling it a HR leadership training program at the most expensive resorts. Considered by many as a waste of time and money. Author Keith Hammonds, Deputy Editor of Fast Company magazine lit up HR managers with his long August 2005 article entitled, â€Å"Why We Hate HR. † He made a number of harsh accusations about HR peop le. As we have seen the article is provocative. I know many people think such accusations are true for some in the line of work, though as generalizations all are wrong. Should HR say nothing, or what exactly should they say instead? In fact Human Resource is making vast leaps forward as we speak. Instead of bashing pet peeves in the profession we should look into what is working. Punching at a problem rarely encourages improvement, though it gets lots of notice and expected email, both from irritated HR people and those who love to instigate them. It’s time for an equally pointed response. The author drags out most of the cliche, tired-but-not-yet-dead accusations. He ploughs out four in particular: that HR people are â€Å"not the sharpest tacks,† that they are paper and policy mongers, that they are by treating everyone exactly equally â€Å"the mistaken belief† this is fairness, and that the HR managers cannot see the bigger picture. The last is truly the key issue. The others, nonetheless, grow from this. If they miss the larger picture of creating value, they are missing it not only for the companies they work for, but the individuals and their needs as well. It is irrelevant to compare Human Resource to finance and other support operations. As all HR managers make pretty much the same accusations about all of these sectors. They joke about â€Å"blinker eyed† accountants who only focus on lockstep processes and can't see the value of investing in pioneering ventures. HR managers at the same time support division’s needle line executives for their tendency to brush off â€Å"technical† issues in their hurry to take shortcuts just to make their bonus numbers. Such digs may be humorous, but none of this is constructive. â€Å"Not the Sharpest Tacks† Looking at HR in perspective against Keith’s claim that HR Managers are generally dull, side-lined executives who couldn’t make it in other fields. Keith alludes to, but doesn’t spell out that HR is relatively new as a profession without the 400 year history that, for example, accounting has. It was born out of payroll administration to take on a chaos of work that line executives didn’t want to make time for such as hiring, familiarizing with company atmosphere, training, terminations, HR legal issues, human rights, health and safety rules and literally dozens of other tasks loosely related to people. It can be a punching bag for all departments and Head Honchos and add to that few functions have to deal with the complexity of issues that HR does. Clear cut accounting rules have become increasingly complex lately, but nothing to compare with the massive grey areas and differing legislation that HR executives routinely have to deal with – many of which offer few absolute, clear-cut answers to tell your CEO or staff. Do really dumb people get stuck in HR? As per Keith’s views many line managers, still sideline weaker managers into the function and assign them mainly paper-pushing tasks, â€Å"party-planning† and police duty as he notes. Nevertheless those who may look like losers frequently aren't. HR is often asked to impose rules, sometimes some that don’t fit with most employees, mostly not thought up by HR at all, but by irritated fuming CEO’s demanding spontaneous responses to routine organizational problems better handled in other ways. In one situation HR was routinely held responsible for a poorly designed bonus plan that time after time paid out top awards, including even south sea cruises, to some of the worst performing area head, which were only good at sweet talking. Dumping weak executives into HR shows as much or more a failing of line managers than of the individuals who end up in the HR function. This will be fatal going forward and won't be allowed to continue. A bigger issue is whether senior teams can learn to effectively absorb the input of their HR members as valuable. Agreed not everyone is great, but HR certainly isn’t the only area with some weaker players by any means as every function holds its share of those who couldn't make it elsewhere, but have hung on where they started, barely coping with the basics. What Keith doesn't seem to be aware of is that most executives never reach the top jobs in any case, nor could they. Organizations thrive because they're tough on people in every function and ideally only the best rise to the top. Conclusion Keith Hammonds, author of, â€Å"Why We Hate Hr†, clearing has no good feeling towards Human Resource Managers. Team B strongly believes if we did not have HRM’s in organizations today, there would clearly be a lot of confusion and no development training in today’s workforce. Keith spends a lot of time talking down on human resources but does not clearly provide any facts about his opinions. The pursuit of such strategies poses signi? cant challenges for the management since they typically imply intensi? ed interdependencies among functionally di? erentiated departments and new means of managing the work? ow (Bouwens & Abernethy, 2000; Kalagnanam & Lindsay, 1998). The multiple contingencies model stems from recognition that the demands placed on MAS design by multiple contingencies may con? ict (Fisher, 1995), i. e. , attempts to satisfy one demand may mean that other demands cannot be satis? ed. It is also explicitly assumed that the need for coordination and control can be met by several alternative, and equi? nal, management control system design strategies. Bully Prevention Program Essay

This program has become successful at the Midway elementary school in Utah, because it is ran off of four hallmarks which are: Lead to systematic change, garner commitment for all, teach comprehensive strategies and skills and continue year after year. Within the paper, I will discuss my belief of the succession of this type of program in an elementary school setting in inner city Philadelphia schools. Bully Prevention Program In recent years, bullying within schools has become one of the most serious issues we have been faced with. Data shows that children as young as age 11 have committed suicide because they were no longer able to deal with the pressure of being bullied. Because of this and other factors involving school bullying, congress have begun to work on a legislation called the safe school improvement act, which require schools to collect data and establish certain guidelines regarding disciplinary actions and they must also come up with a system to register complaints to combat bullying within their schools. However, since this is not a law that has been enacted, Brent Burnham, a school counselor at Midway Elementary School in Midway, Utah has decided to implement her own school wide bullying prevention program at her school. The bully prevention program at Midway elementary was implemented 7 years ago. Within the program, Burnham has developed four core principles that she believes has made their program successful. The first of the four principles is, lead to systematic change. This principle says that there must be a change within the school at all levels and there must be a change ithin the community as well, because in order for the program to be successful, you must change the culture of the schools environment. The second principle that Burnham implemented was garner commitment for all. This principle says that all of the schools staff, including the school bus driver, should be on board with the implementation of the program for the program to be a success. The third principle in the bully prevention program is, to teach comprehensive strategies and skills. This principle says that effective programs must be comprehensive and there are certain skills that are required by the staff so that they can identify a bullying situation. And the final principle is to continue year after year. In order for the program to be a full success, it must be consistent in what it provides. Often times, schools will start a program but will not follow through with it year after year and the program will then fizzle out. The bully prevention program at Midway elementary also has key components which are implemented sequentially. These components are, administrative support: you must have the support from the staff and the school administration, and a strong support team. Data: proper record keeping must be kept; also the program should be evaluated. Staff training: all staff should be trained on how to recognize and identify bullies and their victims and also be able to determine if a situation is a true violation of the no bullying policy that has been set forth. Student awareness and education: all should be fully aware of the bully policy and clear on the consequences if the policy is violated. There should also be lessons taught to the students about bullying and bully prevention. Critical social skills training to the students: Once the basics have been taught to the students, they will still need additional training on this policy so continuous guidance lesson plans will need to be developed and taught throughout the school. Lastly, targeted intervention for bullies and victims: by keeping proper records of the bullying incident that occur within the school, it will be easy to identify bullies and their targeted victims. Once these children are identified, there will be specific programs for these children. The bullies will express why it is they bully and help will be provided to those students and the victims so they can try to get over the fear they may have. After reading this article, I find that there are some pros and cons to this type program being implemented at inner city schools in Philadelphia. One pro of having this type of program would be to lower the crime rate within the schools. Often times, children bullying other children lead to more violent crimes, for instance, the shooting that happened at Columbine High School in Columbine, Colorado. Two students embarked on a massacre killing 12 of their classmates and one teacher because they were fed up with being bullied. By having this type of program and addressing these issues early, these types of crimes or less serious crimes can be prevented. Another pro to this type of program is that it teaches children social skills and teach them how to manager their anger and behavior. This program can increase the children’s level of awareness on how bullying can extremely affect their victims and themselves. Another pro to the bully prevention program is that it offers training to the staff. This is a great idea so that everyone will be on the same page in the fight to eliminate and prevent bullying. Also, providing intervention to the bullies is great as well. You have to teach children things while they are young. If this type of program is successfully implemented in elementary schools and in middle and high schools, bullying can be virtually eliminated. However, with pros, there are also cons to the program. One con is trying to get everyone on board. Within the city of Philadelphia, it is historically known that many parents do not partake in their child’s education in the manner that they should, this is one reason why the high school dropout rate is so high. So; trying to get parents on board for the no bullying program may be hard. Since this program is set up for all stakeholders to be involved, without parents help, the program may not be as successful. Another con to this program is the term and definition of bullying being misunderstood and misinterpreted by the staff that is to put into action the consequences for this behavior. What you do not want to happen is, children who are simply horse playing or just kidding around with one another being accused of bullying when that was not the case. The training to the staff must be thorough and put into clear plain terms so little is left to be assumed. With bullying becoming an epidemic, I believe this type of program is definitely needed and has the potential to be successful within all levels of schools within the School District of Philadelphia. The program may need to be tweaked for each grade level (elementary, middle and high school) but if it is implemented properly it could be a success. School counselors are in a unique position with having to put in place such a program and to be sure that it work, but this is why they are trained very well to address these types of social emotional behaviors. Although the pros of having such a program out weight the cons, the major problem that could be a potential road block for implementing the program is funding. The School District of Philadelphia has reached a plateau in its budget deficit and recently laid off many of its employees including the superintendent. However, with the right proposal for the program, I can not see this being turned down by the board.
